I've said it before: tasers aren't being used as gun replacements. What they are being used for is pain compliance. Resistive suspects lacking weapons are being tased. People are being tased in the back for running. Tasers are being used on people already in cuffs and shackles. A gun wouldn't be used for compliance in those situations.
